ကမ္ဘောဒီးယားနိုင်ငံက ရှီရှားနှင့် အီး-စီးကရက်များကို တားမြစ်ပိတ်ပင်သည့် အမိန့်ထုတ်ပြန်

ကမ္ဘောဒီးယားနိုင်ငံက လူငယ်များ၏ကျန်းမာရေးကို ကာကွယ်ရန်နှင့် လူမှုရေးဆိုင်ရာ စံနှုန်းများကို ထိန်းသိမ်းရန်ရည်ရွယ်ချက်ဖြင့် ရှီရှားပိုက်များနှင့် အီး-စီးကရက်များ (e-cigarettes) ကို တားမြစ်ပိတ်ပင်သည့် ညွှန်ကြားချက်အမိန့်တစ်ခုကို ထုတ်ပြန်ခဲ့သည်။
အဆိုပါ တားမြစ်ပိတ်ပင်အမိန့်ကို အောက်တိုဘာ ၂၁ ရက်က ထုတ်ပြန်ခဲ့ခြင်းဖြစ်ပြီး မီဒီယာများသို့ အောက်တိုဘာ ၂၂ ရက်က ဖြန့်ဝေခဲ့ခြင်းဖြစ်သည်။ ကမ္ဘောဒီးယားနိုင်ငံအတွင်းရှိ လူငယ်များနှင့် ကလေးများအကြားတွင် ရှီရှားနှင့် အီးစီးကရက်များသောက်သုံးမှု ပျံ့နှံ့နေခြင်းကို အစိုးရအဖွဲ့က သတိပြုမိခဲ့ပြီးနောက် ယခု တားမြစ်ပိတ်ပင်သည့်အမိန့်ထွက်ပေါ်လာခြင်းဖြစ်ကြောင်း ကမ္ဘောဒီးယားနိုင်ငံဝန်ကြီးချုပ် ဟွန်မန်နက်က ပြောကြားခဲ့သည်။
“ရှီရှားနဲ့ အီးစီးကရက်တွေက လူမှုရေးပိုင်း၊ ပြည်သူ့ကျန်းမာရေး၊ အထူးသဖြင့် ကျောင်းသားတွေနဲ့ ပညာရေးနယ်ပယ်ကသူတွေရဲ့ကျန်းမာရေးအတွက် သိသာထင်ရှားတဲ့ ဆိုးကျိုးသက်ရောက်မှု ရှိနေပါတယ်။ တစ်ချိန်တည်းမှာပဲ ဒီထုတ်ကုန်တွေကို အသုံးပြုတာက တခြားတရားမဝင် မူးယစ်ဆေးဝါး တွေကိုသုံးစွဲဖို့အတွက် တံခါးပေါက်တစ်ခု ဖြစ်လာနိုင်ပါတယ်” ဟု ဝန်ကြီးချုပ်က ပြောကြားခဲ့သည်။
“ဆေးလိပ်သောက်ဖို့အတွက် လျှပ်စစ်ပစ္စည်းကိရိယာတွေနဲ့ ဓာတုပစ္စည်းတွေ တင်သွင်းမှု၊ ဖြန့်ဖြူးမှု၊ ရောင်းချမှု၊ ကြော်ငြာမှု၊ အသုံးပြုမှု၊ လက်ဝယ်ပိုင်ဆိုင်ထားမှု၊ ထုတ်လုပ်မှု၊ သိုလှောင်မှုတွေနဲ့ ရှီရှား ပုံစံနဲ့ အမျိုးအစားပေါင်းစုံ အားလုံးကိုလည်း တားမြစ်ပိတ်ပင်ထားပါတယ်” ဟုလည်း ဝန်ကြီးချုပ်က ပြောကြားခဲ့သည်။

အရှေ့တောင်အာရှနိုင်ငံတစ်ခုဖြစ်သော ကမ္ဘောဒီးယားနိုင်ငံသည် ရှီရှားနှင့် အီးစီးကရက်များ တင်သွင်း ခြင်း၊ ရောင်းချခြင်းနှင့် အသုံးပြုခြင်းများကို ၂၀၁၄ ခုနှစ်အတွင်းက ပထမဆုံးအကြိမ် တားမြစ်ပိတ်ပင် ခဲ့သည်။
ရှီရှားနှင့် အီးစီးကရက်များသည် သုံးစွဲသူများ၏ ကျန်းမာရေးကို ပြင်းထန်ဆိုးရွားစွာ ထိခိုက်စေကြောင်း၊ အီးစီးကရက်များတွင် ပုံမှန်စီးကရက်ထက် ကျန်းမာရေးကို ပိုမိုဆိုးရွားစွာ ထိခိုက်စေနိုင်သော နီကိုတင်း ဓါတ်ပါဝင်မှုနှုန်း မြင့်မားကြောင်း၊ အဆိုပါထုတ်ကုန်များကို ဆေးခြောက်၊ အခြားဆေးဝါးများနှင့် အသုံးပြုထားခြင်းဖြစ်ပြီး ရှီရှားတွင် အဆိပ်အတောက်ပါဝင်မှုနှုန်းမြင့်မားနေကြောင်း ကမ္ဘောဒီးယား ကျန်းမာရေးဝန်ကြီးဌာနက သတိပေးထားသည်။

Cambodia enforces bans on shisha, e-cigarettes
PHNOM PENH, Oct. 22 (Xinhua)
Cambodia has issued a directive enforcing bans on e-cigarettes and shisha pipes, aiming at maintaining social order and protecting the health of young people.
In a directive dated Tuesday and released to the media on Wednesday, Cambodian Prime Minister Hun Manet said the ban enforcement came after the government had noticed the widespread use of smoking shisha and e-cigarettes among children and youth in the kingdom.
“This has a significant impact on social order, public health, especially the health of students and educational personnel,” he said. “At the same time, the use of these products can be a gateway to the use of other illegal drugs.”
“The import, distribution, sale, advertisement, use, possession, production and storage of electronic devices and chemicals for smoking and shisha in all types and forms are prohibited,” Hun Manet said.
The prime minister also ordered the Ministry of Education to prohibit the use of electronic devices and chemicals for smoking and shisha in and around the premises of public and private schools, teacher training institutions, dormitories, community learning centers, gyms, and sports facilities.
The Southeast Asian country first banned the importing, selling and using of shisha and e-cigarettes in 2014.
The Ministry of Health has warned that e-cigarettes and shisha have caused serious effects on users’ health, saying that e-cigarettes contain high levels of nicotine that could cause a more serious impact on health than cigarettes, and these products are used with marijuana and other drugs, while shisha contains high levels of toxins.These products could cause serious lung disease, lung cancer, heart disease, damage to brain development, premature birth, infertility, stomach cancer and bladder cancer, the ministry said.
