ဟနွိုင်းကွန်ဗင်းရှင်းဟု ခေါ်ဆိုသည့် ကုလသမဂ္ဂ ဆိုက်ဘာရာဇဝတ်မှုနှိမ်နင်းရေး ကွန်ဗင်းရှင်း အဆင့်မြင့်ညီလာခံကို အောက်တိုဘာ ၂၅ ရက်က ဗီယက်နမ်နိုင်ငံက အိမ်ရှင်အဖြစ် လက်ခံကျင်းပခဲ့ပြီး လက်မှတ်ရေးထိုးပွဲအခမ်းအနား ကျင်းပခဲ့ကြောင်း ဗီယက်နမ်သတင်းအေဂျင်စီမှ ဖော်ပြခဲ့သည်။” ဆိုက်ဘာရာဇဝတ်မှုတန်ပြန်တိုက်ဖျက်ရေး၊ တာဝန်မျှဝေယူရေးနှင့် မိမိတို့၏ အနာဂတ် လုံခြုံရေး” ဟူသောခေါင်းစဉ်ဖြင့် ကျင်းပသော အဆိုပါ ညီလာခံအခမ်းအနားတွင် ကုလသမဂ္ဂအထွေထွေ အတွင်း ရေးမှူးချုပ် အန်တိုနီယိုဂူတာရက်စ်နှင့်အတူ နိုင်ငံပေါင်း ၁၁၀ ခန့်နှင့် နိုင်ငံတကာ အဖွဲ့အစည်းပေါင်း များစွာမှ အကြီးတန်းကိုယ်စားလှယ်များနှင့်ခေါင်းဆောင်များ တက်ရောက်ခဲ့ကြသည်။
အဆိုပါ အဆင့်မြင့်ညီလာခံဖွင့်ပွဲအခမ်းအနား၌ ဗီယက်နမ်သမ္မတ Luong Cuong က မိန့်ခွန်းပြောကြား ခဲ့ရာ၌ ဟနွိုင်းကွန်ဗင်းရှင်း လက်မှတ်ရေးထိုးပွဲအခမ်းအနားကို ဗီယက်နမ်နိုင်ငံက အိမ်ရှင်နိုင်ငံအဖြစ် လက်ခံကျင်းပပြီး အဆိုပါကွန်ဗင်းရှင်းအား ပထမဆုံး လက်မှတ်ရေးထိုးသည့် နိုင်ငံအဖြစ် ရပ်တည်ခြင်းက ဗီယက်နမ်နိုင်ငံ၏ တရားဥပဒေစိုးမိုးရေးနှင့် လိုက်နာဆောင်ရွက်ရမည့် နိုင်ငံတကာ တာဝန်၀တ္တရားများအပေါ် အပြည့်အ၀လိုက်နာအကောင်အထည်ဖော်မှု၊ ဆိုက်ဘာနယ်ပယ်တွင် ကမ္ဘာလုံးဆိုင်ရာ ဥပဒေရေးရာ အစီအစဉ်များ ခိုင်မာစေရေးအတွက် ထောက်ပံ့ကူညီမှုအတွက် ခိုင်မာသောကတိကဝတ်ကို သက်သေပြခြင်းဖြစ်ကြောင်း ထည့်သွင်းပြောကြားခဲ့သည်။

ကုလသမဂ္ဂ ဥပဒေရေးရာရုံးက ကြီးမှူးကျင်းပသည့် တရားဝင်စာချုပ်ချုပ်ဆိုပွဲအခမ်းအနားတွင် နိုင်ငံနှင့် ဒေသပေါင်း ၆၀ မှ ကိုယ်စားလှယ်များက ကွန်ဗင်းရှင်းတွင် ပါဝင်လက်မှတ်ရေးထိုးခဲ့ကြသည်။ ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်ကလည်း ကွန်ဗင်းရှင်း၏ စစ်မှန်သောစွမ်းအားက လက်မှတ် ရေးထိုးသဘောတူခြင်းများမှ လက်တွေ့လုပ်ဆောင်နိုင်စွမ်းသို့ ပြောင်းလဲနိုင်မှု အပေါ်တွင် မူတည် နေလိမ့်မည်ဖြစ်ကြောင်း ပြောကြားခဲ့သည်။

Vietnam hosts signing ceremony for UN Convention against Cybercrime
HANOI, Oct. 25 (Xinhua) — Vietnam on Saturday hosted the signing ceremony and high-level conference of the United Nations Convention against Cybercrime, also known as the Hanoi Convention, Vietnam News Agency reported.
Held under the theme “Countering Cybercrime – Sharing Responsibility – Securing Our Future,” the event brought together UN Secretary-General Antonio Guterres, along with leaders and senior representatives from about 110 countries and numerous international organizations.
Addressing the high-level opening ceremony, Vietnamese President Luong Cuong said that Vietnam’s hosting of the signing ceremony and its position as the first country to sign the Hanoi Convention demonstrate its strong commitment to the rule of law and the full implementation of international obligations, contributing to strengthening the global legal order in cyberspace.
Representatives from 60 countries and regions took part in the signing of the convention at an official ceremony organized by the UN Office of Legal Affairs.
The UN Secretary-General said the true power of the convention would lie in turning signatures into tangible action.
Through the UN Office on Drugs and Crime, the Secretariat of the convention and the UN Office of Legal Affairs, he said the UN would help countries bring the treaty into force, build capacity, strengthen investigations and deepen cooperation across borders. ■
