တရုတ်နိုင်ငံအနောက်တောင်ပိုင်း စီချွမ်းပြည်နယ်တွင် ရှေးဟောင်းစာအုပ်များ ကာကွယ်ထိန်းသိမ်းခြင်းနှင့် အသုံးပြုခြင်းတို့ကိုရည်ညွှန်းသည့် နိုင်ငံ၏ ပထမဆုံးဒေသန္တရဥပဒေများကို အတည်ပြုခဲ့ကြောင်း စီချွမ်းပြည်နယ် ပြည်သူ့ကွန်ဂရက်၏ အမြဲတမ်းကော်မတီက စက်တင်ဘာ ၃၀ ရက်၌ ပြောကြားခဲ့သည်။
အဆိုပါဥပဒေသည် ၂၀၂၆ ခုနှစ် ဇန်နဝါရီ ၁ ရက်တွင် စတင်သက်ရောက်မည်ဖြစ်သည်။ အထူးပြုထားသောဥပဒေမူဘောင်တစ်ရပ် ထောက်ပံ့ခြင်းဖြင့် ရှေးဟောင်းစာပေလုပ်ငန်းတွင် ကာလကြာရှည် တည်ရှိနေသည့် ကွက်လပ်များကိုဖြေရှင်းပေးနိုင်မည်ဖြစ်သည်။
ရှေးဟောင်းစာအုပ်များအတွက် အဓိကပြည်နယ်တစ်ခုဖြစ်သည့် စီချွမ်းသည် ဟန့်တရုတ်ရှေးဟောင်းစာအုပ်ပေါင်း ၁.၈၇ သန်း အပါအဝင် လူနည်းစုတိုင်းရင်းသား ရှေးဟောင်းစာအုပ်များ ခန့်မှန်းခြေအားဖြင့် အုပ်ရေ ၅၀၀,၀၀၀ ခန့် ရှိသည့် ကြီးမားကျယ်ပြန့်သည့်စုဆောင်းထားရှိကြောင်း သိရသည်။ ထိုစာအုပ်များအနက် ၂၄၆ အုပ်ကို နိုင်ငံတော်၏ အဖိုးတန် ရှေးဟောင်းစာအုပ်များ စာရင်းတွင် ထည့်သွင်းထားသည်။
အခန်း ၃၄ ခန်းပါ ဥပဒေသည် တာဝန်ရှိသူများအတွက် ရှင်းလင်းသည့်တာဝန်ဝတ္တရားများ သတ်မှတ်ပေးပြီး နည်းပညာပေါင်းစပ်မှုကို မြှင့်တင်ပေးခြင်းနှင့် ထိန်းသိမ်းစောင့်ရှောက်ခြင်း၊ ပြင်ဆင်မွမ်းမံခြင်း၊ အသုံးပြုခြင်းဆိုင်ရာ အစီအမံများအားအနှစ်ချုပ်ဖော်ပြထားသည်။
ယခုဆောင်ရွက်ချက်သည် ရှေးဟောင်းစာပေလုပ်ငန်းဆိုင်ရာ ဒေသန္တရဥပဒေများကို အားပေးခဲ့သည့် ၂၀၂၂ ခုနှစ် တရုတ်ကွန်မြူနစ်ပါတီ ဗဟိုကော်မတီနှင့် နိုင်ငံတော်ကောင်စီရုံးချုပ်တို့မှ ထုတ်ပြန်သည့် လမ်းညွှန်ချက်ကို တုံ့ ပြန်ဆောင်ရွက်ခဲ့ခြင်းဖြစ်ကြောင်း သိရသည်။ (Xinhua)

China’s Sichuan enacts first local regulation on ancient book protection
CHENGDU, Sept. 30 (Xinhua) — Southwest China’s Sichuan Province has passed the country’s first local regulation dedicated to the protection and utilization of ancient books, according to the Standing Committee of Sichuan Provincial People’s Congress on Tuesday.
The regulation will take effect on Jan. 1, 2026. This landmark legislation addresses long-standing gaps in ancient literature work by providing a specialized legal framework.
As a major province for ancient books, Sichuan boasts extensive collections, including over 1.87 million volumes of Han Chinese ancient books and approximately 500,000 volumes of minority ethnic ancient books. Among these, 246 items are listed in the national catalogue of precious ancient books.
The 34-article regulation establishes clear responsibilities for authorities, promotes technological integration, and outlines measures for preservation, restoration, and utilization.
The move is in response to the guideline issued by the general offices of the Central Committee of the Communist Party of China and the State Council in 2022, which encouraged local legislation on ancient literature work.
