ကမ္ဘောဒီးယားနိုင်ငံ တောင်ပိုင်း တာကယ်အိုပြည်နယ်၏ ဝေးလံခေါင်သီသော တာနွန်ကျေးရွာရှိ ရွာသူ/ရွာသားများမှာ မျိုးဆက်များစွာတိုင်အောင် ခက်ခဲကျပ်တည်းစွာနှင့် ဆင်းဆင်းရဲရဲ နေထိုင်ခဲ့ရသော်လည်း တရုတ်နိုင်ငံက အထောက်အပံ့ပေးထားသည့် ဆင်းရဲနွမ်းပါးမှုလျှော့ချရေး စီမံကိန်းကို ၂၀၂၁ ခုနှစ်တွင် စတင်အကောင်အထည်ဖော်ချိန်မှစ၍ ၎င်းတို့၏ လူမှုဘဝများသည် အလုံးစုံပြောင်းလဲသွားခဲ့သည်။
မြို့တော် ဖနွမ်းပင်၏ တောင်ဘက် ကီလိုမီတာ ၆၀ ခန့်အကွာရှိ ဘာတီခရိုင် Doung မြို့နယ်တွင် တည်ရှိသော အဆိုပါ ကျေးရွာသည် ယခင်က လမ်းပန်းဆက်သွယ်ရေး ကောင်းမွန်ခြင်းမရှိသည့်အပြင် ရေသန့်၊ မိလ္လာစနစ်၊ လျှပ်စစ်မီး၊ ဆည်မြောင်းစနစ်၊ စာသင်ကျောင်းနှင့် ကျန်းမာရေးစင်တာများလည်း မရှိခဲ့သည့် အခြေအနေမှ ယခုအခါ ထိုအရာအားလုံးကို ရရှိပိုင်ဆိုင်ထားပြီဖြစ်သည်။

အသက် ၅၁ နှစ်အရွယ် တောင်သူတစ်ဦးနှင့် ကုန်စုံဆိုင်ရှင်တစ်ဦးဖြစ်သူ Cheng Laiseang က ၎င်းမှာ ထိုရွာ၌ မွေးဖွားကြီးပြင်းခဲ့သူ ဖြစ်သည့်အလျောက် ရွာသူ/ရွာသားများ၏ ဆင်းရဲနွမ်းပါးမှုကို ဆယ်စုနှစ်များစွာတိုင်တိုင် မျက်ဝါးထင်ထင် မြင်တွေ့ခဲ့ရသော်လည်း ကမ္ဘောဒီးယားနိုင်ငံ၏ အရပ်ဘက်လူမှုအဖွဲ့အစည်း မဟာမိတ်ဖိုရမ် (CSAF) က အကောင်အထည်ဖော်ခဲ့သည့် ကမ္ဘောဒီးယား-တရုတ် ချစ်ကြည်ရေးရွာအတွက် တရုတ်နိုင်ငံ ငြိမ်းချမ်းရေးနှင့် ဖွံ့ဖြိုးတိုးတက်ရေး ဖောင်ဒေးရှင်း (CFPD) က ပံ့ပိုးပေးခဲ့ပြီးနောက် ရွာသူ/ရွာသားများ၏ စားဝတ်နေရေးအခြေအနေမှာ ပြောင်းလဲသွားခဲ့သည်ဟု ဆိုသည်။
“အရင်တုန်းကဆိုရင် ကျွန်မတို့ ရေတွင်းထဲက ဖားလေးတွေလိုမျိုး နေခဲ့ရပြီး လမ်းပန်းဆက်သွယ်ရေးက သိပ်ကိုဆိုးရွားလို့ ပြင်ပကမ္ဘာကို မြင်တွေ့ရဖို့ သိပ်ကိုခက်ခဲခဲ့တာပေါ့” ဟု ၎င်းက ဧပြီ ၅ ရက်၌ ဆင်ဟွာသို့ ပြောကြားခဲ့သည်။ “ရွာသူ/ရွာသားတွေဟာ အရင်က သူတို့ရဲ့ လယ်ယာထွက်ကုန်တွေကို ခူးဆွတ်ရိတ်သိမ်းပြီးချိန်မှာ ဈေးကွက်ထဲကို ပို့ဆောင်ဖို့ တော်တော်လေးခဲယဉ်းတာမို့ ရပ်တည်ရှင်သန်ဖို့ ခက်ခဲတယ်လေ” ဟု ၎င်းက ဆိုသည်။

တရုတ်နိုင်ငံက ပံ့ပိုးထားသည့် စီမံကိန်းက အဆိုပါကျေးရွာ၌ ကွန်ကရစ်လမ်းများ၊ ရေသန့်စနစ်၊ နေရောင်ခြည်စွမ်းအင်၊ ဆည်မြောင်းစနစ်နှင့် အများပြည်သူဆိုင်ရာ အရေးကြီးအဆောက်အအုံ စသည့် အခြေခံအဆောက်အအုံများ တည်ဆောက်ရာတွင် အထောက်အကူပေးခဲ့သည့်အတွက် တစ်ချိန်က အထီးကျန်ဖြစ်နေခဲ့သည့် ကျေးရွာလေးမှာ ခေတ်မီကျေးရွာတစ်ရွာအဖြစ် အမှန်တကယ် အသွင်ပြောင်းလဲနိုင်ခဲ့သည်။
“အခုတော့ ကျွန်မတို့ဆီမှာ အခြေခံအဆောက်အအုံတွေအားလုံး ရှိနေပြီဖြစ်သလို ဝင်ငွေပုံမှန်ရတဲ့ အလုပ်အကိုင်တွေလည်း ရှိနေပြီမို့လို့ ကျွန်မတို့ရဲ့ နေ့စဉ်ဘဝက မြို့ပြလူနေမှုဘဝနဲ့ ကွာဟမှုမရှိတော့ပါဘူး” ဟု Laiseang က ဆိုသည်။

“အဲဒီစီမံကိန်းဟာ တခြားနေရာဒေသတွေက ကျေးရွာတွေနဲ့ ချိတ်ဆက်ထားတဲ့ လမ်းတွေကို တည်ဆောက်ထားတာမို့ တာနွန်ကျေးရွာက ရွာသူ/ရွာသားတွေရဲ့ စားဝတ်နေရေးကို ပြေလည်စေရုံတင်မကဘဲ တခြားရွာတွေက ရွာသူ/ရွာသားတွေကိုလည်း အကျိုးပြုပါတယ်” ဟု ၎င်းက ဆက်လက်ပြောသည်။
Doung မြို့နယ် အကြီးအကဲဖြစ်သူ နော့တက်ချ်က ၇၂ ဟက်တာ ကျယ်ဝန်းသော အဆိုပါကျေးရွာ၌ အိမ်ထောင်စု ၁၃၈ စု (လူဦးရေအားဖြင့် ၆၄၀ ဦးခန့်) နေထိုင်လျက်ရှိသည်ဟု ဆိုသည်။ အဆိုပါ ကျေးရွာသည် Doung မြို့နယ်ရှိ ကျေးရွာ ၈ ရွာအနက် အသေးငယ်ဆုံးနှင့် ဆင်းရဲချို့တဲ့မှုအရှိဆုံးဖြစ်ကာ ရပ်ရွာအသင်းတိုက်၊ ကျန်းမာရေးစင်တာတို့နှင့် အလွန်အလှမ်းကွာဝေးလှသည်။
“CFPD က ငွေကြေးထောက်ပံ့ထားတဲ့ ဒီစီမံကိန်းက တာနွန်ကျေးရွာကို စံပြကျေးရွာအဖြစ် ပြောင်းလဲပေးခဲ့တယ်” ဟု ၎င်းက ဆင်ဟွာသို့ပြောသည်။

Asia-Pacific Community: China-aided project helps break cycle of poverty in Cambodia’s remote village
BATI, Cambodia, April 5 (Xinhua) — For generations, the villagers in Tanorn, a tiny far-flung village in southern Cambodia’s Takeo province, had lived in difficulties and poverty, but their lives have been changed completely after a China-aided poverty alleviation project was carried out since 2021.
Situated in Doung commune of Bati district, roughly 60 km south of the capital Phnom Penh, the village once had no proper accessible roads, clean water, sewage system, electricity, irrigation system, school and health center, but now it has all of them in place.
Cheng Laiseang, a 51-year-old farmer and grocer, said she has lived in the village since she was born and witnessed poverty among the villagers for decades, but their livelihoods have been changed after the China Foundation for Peace and Development (CFPD) has funded the Cambodia-China Friendship Village for Poverty Alleviation project, which has been implemented by the Cambodia’s Civil Society Alliance Forum (CSAF).
“Previously, we lived like frogs in the well and were very difficult to see the outside world because of bad road conditions,” she told Xinhua on Sunday. “The villagers were previously hard to earn a living because when they harvested their farm products, it was quite difficult to transport them to markets.”
The mother of four children said the China-aided project has helped build essential infrastructure in the village, such as concrete roads, a clean water system, solar power, an irrigation system, and key public facilities, truly transforming what was once an isolated village into a modern one.
“Now, our daily lives are similar to those of the urban areas because we have all the basic infrastructure in place and also jobs that generate steady income,” Laiseang said.
“The project has not only improved the livelihoods of the villagers in Tanorn village, but also benefited residents in other villages, as it has built roads connecting the village to other areas,” she added.
Doung commune chief Nop Touch said the 72-hectare village is currently home to 138 households with approximately 640 people. It is the smallest and poorest of all eight villages in Doung commune, and it is far away from the commune hall and the health center.
“The project funded by CFPD has transformed Tanorn village into a model village,” he told Xinhua.
Kemreat Viseth, secretary of state at Cambodia’s Council of Ministers and chairman of CSAF, said the project has not only developed basic infrastructure for the village, but also created jobs and built human resources for villagers and their children.
