ဒုတိယ ပူးပေါင်းဆောင်ရွက်မှုဧရိယာကတော့ စီးပွားရေးပူးပေါင်းဆောင်ရွက်မှုပါပဲ၊ ကမ္ဘာ့စီးပွားရေးက ကျဆင်းနေပါတယ်၊ ဒါကြောင့် ကမ္ဘာပေါ်မှာရှိတဲ့ နိုင်ငံတိုင်းက ပူးပေါင်းဆောင်ရွက်ဖို့ အရေးပေါ်လိုအပ်နေပါပြီ၊ နောက်ပြီး ကမ္ဘာ့စီးပွားရေးအတွက် တွန်းအားသစ်တွေကိုလည်းဖော်ဆောင်ရမှာဖြစ်ပြီး BRICS က အဲဒီလမ်းကိုပြသသင့်ပါတယ်၊BRICS ကိုတိုးချဲ့တာဟာ အယူအဆတစ်ခုဖြစ်ပြီး အဲဒါ ကိုကျင့်သုံးချိန်တန်ပါပြီ၊ ဒီနှစ်တွေထဲမှာ တိုက်ကြီးအသီးသီးက နိုင်ငံပေါင်းမြောက်မြားစွာမှာ ဈေးကွက်တွေထွက်ပေါ်လာပြီး နိုင်ငံတွေ လျှင်မြန်စွာတိုးတက်လာတာကို တွေ့ခဲ့ပြီးဖြစ်ပါတယ်၊ ဒါကြောင့် BRICS စင်္ကြံကို BRICS Plus အဖြစ် ဖန်တီးပြီး ပူးပေါင်းဆောင်ရွက်မှုကိုချဲ့ထွင်ချိန်တန်ပါပြီ။ ဒါဟာ BRICS ကို ပိုမိုပြီး ဒီမိုကရေစီနည်းလမ်းကျလာစေမှာဖြစ်ပြီး ပိုမို ကိုယ်စားပြုမှုရှိလာစေမှာဖြစ်ပါတယ်၊ ဒါပေမဲ့ ကမ္ဘာလုံးဆိုင်ရာဖိုရမ်တွေမှာလည်း BRICS ရဲ့ သဘောတူညီမှုတွေကို ထည့်သွင်းတွက်ချက်ရမှာပါ

“BRICS has now emerged as a very important multilateral forum in the world. BRICS should become a force for stability, for peace, and for the common development of humankind.
The most important area for BRICS to expand its cooperation is in creating a consensus on major political issues confronting the world. BRICS represents nearly 40 percent of the global population, and therefore BRICS should have a strong say in the new world order, and in the new global governance order. The new global governance order should be democratic. It should be inclusive. It should care for all big countries, as well as small countries.
The second area of cooperation is economic cooperation. The global economy is slowing down. Therefore, there is an urgent need for all the countries in the world to cooperate. Even more, to bring new momentum to the global economy, and BRICS should show the way.
BRICS plus is a concept whose time has come. In these years, we have seen many more countries on different continents, which have become emerging markets, and rapidly rising countries. Therefore the time has come to expand the BRICS platform by making it BRICS plus. This will make BRICS more democratic, more representative, but it will also add to the voice of BRICS in global forums.
BRICS in the 21st century should become the leader of the changing world order, and create a new political agenda, which appeals to the majority of the countries in the world.”
