တရုတ်နိုင်ငံမှ တာဝန်ရှိသူများသည် သုံးစွဲမှုမြှင့်တင်နိုင်ရန် ရည်ရွယ်၍ အကောက်ခွန်လွတ်ဆိုင်များဆိုင်ရာ မူဝါဒများတိုးတက်ကောင်းမွန်စေမည့် ကြေညာချက်တစ်စောင်ကို အောက်တိုဘာ ၃၀ ရက်က ထုတ်ပြန်ခဲ့သည်။

လာမည့်နိုဝင်ဘာ ၁ ရက်တွင် စတင်သက်ရောက်မည့် အဆိုပါမူဝါဒများသည် နိုင်ငံအတွင်းရှိဆိုင်များ၌ စားသုံးသူများကို ဝယ်ယူမှုတိုက်တွန်းအားပေးရန် စီစဥ်ထားကြောင်း ဘဏ္ဍာရေးဝန်ကြီးဌာနနှင့် အစိုးရဌာနလေးခုမှ ပူးတွဲထုတ်ပြန်သည့်ကြေညာချက်အရ သိရသည်။

စီမံဆောင်ရွက်ချက်များတွင် အခွန်ပြန်အမ်းခြင်းနှင့် အကောက်ခွန်လွတ်မူဝါဒများ အဆင်ပြေအောင် ဆောင်ရွက်ခြင်းနှင့် အကောက်ခွန်လွတ်ဆိုင်များတွင် ရရှိနိုင်သည့်ကုန်ပစ္စည်းအမျိုးအစား ပိုမိုကျယ်ပြန့်စေခြင်းတို့ အပါအဝင် ကဏ္ဍလေးခုကို အဓိကထားအာရုံစိုက်လုပ်ဆောင်မည်ဖြစ်သည်။

အကောက်ခွန်လွတ်ဆိုင်များတွင် ခရီးသွားဧည့်သည်များ စျေးဝယ်ရာတွင် ရွေးချယ်စရာပေါများစေရန် မိုဘိုင်းဖုန်းများ၊ ဒရုန်းအသေးစားများ၊ အားကစားပစ္စည်းများ၊ ကျန်းမာရေးဖြည့်စွက်စာများနှင့်တိရစ္ဆာန်အစာများ အပါအဝင် ပိုမိုခေတ်မီပြီး အရောင်းသွက်ကုန်သောပစ္စည်းများ ဝယ်ယူနိုင်ရန် တွန်းအားပေးမည်ဟုသိရသည်။

လုပ်ဆောင်မှုများတွင် အကောက်ခွန်လွတ်ဆိုင်များ ခွင့်ပြုချက်ပေးရာတွင် ဖြေလျှော့ပေးရန်နှင့် တိကျစွာညှိနှိုင်းဆောင်ရွက်မှုနှင့်ကြီးကြပ်စီမံဆောင်ရွက်များ ပြုလုပ်သွားမည်ဖြစ်ကြောင်း ကြေညာချက်တွင် ပြောကြားခဲ့သည်။

အထူးသဖြင့် အကောက်ခွန်လွတ်ဆိုင်များ လုပ်ကိုင်ခွင့်ရရှိထားသည့် အရည်အသွေးမီ စီးပွားရေးလုပ်ငန်းများကို ပိုမိုအရည်အသွေးမြင့်သည့်ပစ္စည်းများနှင့် ပြည်တွင်းကုန်ပစ္စည်းများ အထူးပြုဝယ်ယူရန် ကြေညာချက်တွင် ဖော်ပြခဲ့သည်။ အကောက်ခွန်လွတ်သတ်မှတ်ထားသည့်ဆိုင်များတွင် အဆိုပါကုန်ပစ္စည်းမျိုးကို ဝယ်ယူခြင်း ရောင်းချခြင်းများကို ပို့ကုန်များအဖြစ်မှတ်ယူမည်ဖြစ်ပြီး တန်ဖိုးမြှင့်အခွန်နှင့် စားသုံးအခွန်ပြန်လည် ပေးအပ်ခြင်းနှင့် ကင်းလွတ်ခွင့်ပေးခြင်းများပြုလုပ်မည်ဟု ဖြည့်စွက်ပြောကြားခဲ့သည်။

China to improve policies on duty-free shops to boost consumption

BEIJING, Oct. 30 (Xinhua) — Chinese authorities on Thursday issued a notice regarding improvements to the policies of duty-free shops aimed at boosting consumption.

Effective this Saturday, the policies are designed to encourage consumers to shop in the country, according to the notice jointly issued by the Ministry of Finance and four other government departments.

The measures mainly focus on four aspects, including optimizing the tax-refund and duty-free policies, as well as further expanding the range of products available in duty-free shops.

The notice encourages duty-free shops to purchase more latest and hot-selling commodities including mobile phones, micro-drones, sporting goods, health food, and pet food, so as to enrich tourists’ shopping choices.

Efforts will also be made to relax the approval authority and fine-tune facilitation and supervision measures for duty-free shops, said the notice.

Particularly, qualified enterprises operating duty-free shops are encouraged to buy more high-quality and featured domestic goods, the notice said. It added that purchasing such goods and selling them at certain duty-free stores shall be regarded as exports, and value-added tax and consumption tax shall be refunded or exempted.

These stores are also encouraged to provide online booking services, and commodities booked at downtown duty-free shops can be picked up at the entry ports stores, the notice said.
