နောက်တက်မည့် ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်ရွေးချယ်ရေးအတွက် သဘောထားအမြင်ထုတ်ပြန်ကြားနာပွဲပြုလုပ်မည်

လက်ရှိ ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ် အန်တိုနီယိုဂူတာရက်စ်က နောက်သက်တမ်းအတွက် ထပ်မံဝင်ရောက်ယှဉ်ပြိုင်သွားမည့်အပေါ် ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများမှ ကိုယ်စားလှယ်များသည် မေ(၇) ရက် သောကြာနေ့တွင် စုဝေးကြပြီး သဘောထားအမြင်ထုတ်ပြန်ကြားနာပွဲကို ပြုလုပ်သွားမည်ဖြစ်ကြောင်း ၇၅ ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ(UNGA) ဥက္ကဌက မေ ၄ ရက်တွင် ပြောကြားခဲ့သည်။

“ သူ(ဂူတာရက်စ်)က သူ့ရဲ့သဘောထားအမြင်ထုတ်ပြန်ချက်ကို တင်သွင်းသွားမယ် ၊ အထွေထွေညီလာခံခန်းမကြီးထဲမှာ ရောက်ရှိနေတဲ့ ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံတွေက ကိုယ်စားလှယ်တွေဟာ မေးခွန်းမေးမြန်းကြမှာပေါ့။ ဒါ့အပြင် ကြိုတင်စာရင်းပေးသွင်းထားတဲ့ အရပ်ဖက်အဖွဲ့အစည်းတွေကလည်း မေးခွန်းမေးမြန်းကြမှာပါ” ဟု နယူးယောက်မြို့ ကုလသမဂ္ဂဌာနချုပ်၌ ပြုလုပ်သည့် သတင်းစာရှင်းလင်းပွဲတွင် ၇၅ ကြိမ်မြောက် ကုလသမဂ္ဂအထွေထွေညီလာခံ(UNGA) ဥက္ကဌ Volkan Bozkir က ပြောကြားခဲ့သည်။

ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်ရွေးချယ်ရေးသည် ကုလသမဂ္ဂအတွက် အလွန်အရေးကြီးသော ကိစ္စရပ်တစ်ခုဖြစ်ကြောင်း UNGA ဥက္ကဌက ဆိုသည်။ပြီးခဲ့သော ၂၀၁၅ ခုနှစ်တွင် ကုလသမဂ္ဂအထွေထွေညီလာခံသည် သစ်လွင်မှု ၊ ပွင့်လင်းမှု နှင့် မြင်သာမှုတို့ဖြင့် သဘောထားအမြင်ထုတ်ပြန်တင်သွင်း၍ ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်တစ်ဦး ရွေးချယ်ခြင်း နှင့် ခန့်ထားခြင်း ဆိုင်ရာ သမိုင်းဝင်ဥပဒေတစ်ခုကို ပြဌာန်းနိုင်ခဲ့သည်။

နောက်တက်မည့် ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်ရာထူးအတွက် ဝင်ရောက်ယှဉ်ပြိုင်ရန် လက်ရှိတွင် ကိုယ်စားလှယ်လောင်း တစ်ဦး နှင့် လျှောက်ထားသူ ၇ ဦး ရှိကြောင်း Bozkir ၏ ပြောကြားချက် အရ သိရသည်။
ကိုယ်စားလှယ်လောင်းတစ်ဦး နှင့် လျှောက်ထားသူ တစ်ဦးအကြား ကွာခြားချက်နှင့်ပတ်သက်၍ Bozkir က ပြောကြားရာတွင် “ ကုလသမဂ္ဂအထွေထွေညီလာခံဥက္ကဌ နဲ့ ကုလသမဂ္ဂလုံခြုံရေးကောင်စီဥက္ကဌ တို့နှစ်ဦးက လျှောက်လွှာအပေါ် ပူးတွဲလက်မှတ်ရေးထိုးပြီးမှသာ အဲဒီလျှောက်ထားသူဟာ ကိုယ်စားလှယ်လောင်း ဖြစ်လာမှာပါ” ဟု ဆိုသည်။

ဂူတာရက်စ်သည် ( ၉ ) ယောက်မြောက် ကုလသမဂ္ဂအထွေထွေအတွင်းရေးမှူးချုပ်အဖြစ် ၂၀၁၇ ခုနှစ် ဇန်နဝါရီ ၁ ရက်တွင် ဘန်ကီမွန်းထံမှ ရာထူးဆက်ခံခဲ့သည်။ ဂူတာရက်စ်သည် ၂၀၀၅ ခုနှစ် ဇွန်လမှ ၂၀၁၅ ခုနှစ် ဒီဇင်ဘာလအထိ ကုလသမဂ္ဂဒုက္ခသည်များဆိုင်ရာမဟာမင်းကြီးအဖြစ် တာဝန်ယူခဲ့ပြီး ၊ သူသည် ၁၉၉၅ ခုနှစ် ၂၀၀၂ ခုနှစ်အထိ ပေါ်တူဂီနိုင်ငံ ဝန်ကြီးချုပ်အဖြစ် တာဝန်ထမ်းဆောင်ခဲ့ကြောင်း သိရသည်။(Xinhua)

Selection of next UN secretary-general enters phase of vision statement hearing
UNITED NATIONS, May 4 (Xinhua) — United Nations member states will gather Friday to hear the vision statement of incumbent Secretary-General Antonio Guterres who is running for the second term, president of the 75th session of the UN General Assembly (UNGA), said Tuesday.
“He (Guterres) will present his vision statement and take questions from member states in the General Assembly Hall, as well as questions from civil society, which have been collected also in advance,” Volkan Bozkir told a press conference held at the UN headquarters in New York.
Selection of a secretary-general is an important issue for the UN, the UNGA president said.
In 2015, the General Assembly adopted a landmark resolution that set out a new, transparent, open and inclusive process to select and appoint a secretary-general, which involves presenting a vision statement.
According to Bozkir, there are currently one candidate and seven applicants wishing to run for the next UN secretary-general.
Talking about the difference between a candidate and an applicant, Bozkir said that he thinks “it is only when the President of the General Assembly and the President of the Security Council sign a joint letter that an applicant can become a candidate.”
Guterres became the ninth UN secretary-general on Jan. 1, 2017, succeeding Ban Ki-moon.
Guterres served as High Commissioner of the UN Refugee Agency from June 2005 to December 2015 and prime minister of Portugal from 1995 to 2002. Enditem
