ဟောင်ကောင်အထူးအုပ်ချုပ်ခွင့်ရဒေသ အမျိုးသားလုံခြုံရေးဥပဒေကို ရေးဆွဲဖော်ဆောင်ခြင်းသည် “တစ်နိုင်ငံ ၊ စနစ်နှစ်မျိုး”အား လက်တွေ့ကျင့်သုံးမှု၌ အရေးကြီးသည့် သမိုင်းမှတ်ကျောက်တိုင် ဖြစ်သည်ဟု တရုတ်ပြောရေးဆိုခွင့်ရှိသူက မတ် ၄ ရက်တွင် ပြောကြားခဲ့သည်။
