တရုတ်နိုင်ငံ၏ အမျိုးသား ဥပဒေပြုရေးနှင့် ထိပ်သီး နိုင်ငံရေး အကြံပေးအဖွဲ့၏ နှစ်ပတ်လည် အစည်းအဝေးများ ဖြစ်သည့် “အစည်းအဝေးနှစ်ရပ်” ဟုလည်း လူသိများသော အစည်းအဝေးများသည် ပေကျင်းမြို့တွင် ပြီးခဲ့သည့် သီတင်းပတ်၌ ပြီးဆုံးခဲ့ပြီဖြစ်သည်။

“အစည်းအဝေးနှစ်ရပ်” အား တရုတ်နိုင်ငံ၏ လုပ်ငန်းစဉ်တစ်ခုလုံး ပြည်သူ့ဒီမိုကရေစီ ကျင့်သုံးမှုအား လေ့လာနိုင်သည့် ပြတင်းပေါက်တစ်ခုအသွင်ရှုမြင်ကြသည်။

အမေရိကန်နိုင်ငံသားကျွမ်းကျင်ပညာရှင် ဝီလီယံ ဂျုန်းစ် က တရုတ်နိုင်ငံ၏ ဒီမိုကရေစီအပေါ် ၎င်းအနေဖြင့် အထင်ကြီးလေးစားမိသည့်အချက်များအားယခုကဲ့သို့ပြောကြားခဲ့သည်။

“တရုတ်နိုင်ငံမှာ သတင်းထုတ်ပြန်မှုအများအပြားကို လေ့လာကြပေမဲ့လို့ အမေရိကန်နိုင်ငံက စူးစမ်းလေ့လာသူတွေဟာ အမှန်တကယ် နားမလည်ကြပါဘူး။ဒီတော့သူတို့က လူတွေအတူတကွဆုံတဲ့အခါ ညီလာခံလုပ်မယ် အဲဒီမှာ သတင်းစာရှင်းလင်းပွဲတွေလုပ်မယ်၊ နောက်ပြီး အားလုံးကို သူတို့ မဆုံခင်ကတည်းက ဆုံးဖြတ်ထားခဲ့ပြီးသားအတိုင်းဖြစ်မှာပဲလို့တွေးကြပါတယ်။ဒါဟာတကယ်တော့မမှန်ပါဘူး ဒါဟာ သိပ်ကို သွက်လက်ထက်မြက်မှုရှိတဲ့လုပ်ငန်းစဉ်တစ်ခုပါ။တရုတ်နိုင်ငံမှာသိပ်ကို သွက်လက်ထက်မြက်တဲ့ဒီမိုကရေစီစနစ် ရှိနေပါတယ် အဲဒီ စနစ်ဟာ ကျွန်တော်တို့မှာကျင့်သုံးတဲ့ ဒီမိုကရေစီနဲ့ လုံးဝ မတူညီပါဘူး။ဒါပေမဲ့ သူ့လုပ်ငန်းစဉ်ဟာ အများကလေးစားရတဲ့ သိပ်ကို ထိရောက်မှုရှိပါတယ်။အဲဒီစနစ်ဟာ ကျွန်တော်တို့နိုင်ငံကထက် ပိုမိုပွင့်လင်းမှုရှိပြီး ကျွန်တော်တို့ကျင့်သုံးတဲ့ ဒီမိုကရေစီထက်ပိုမိုကဏ္ဍစုံပါတယ်။တရုတ်နိုင်ငံရဲ့ ဒီမိုကရေစီ ဟာ အမျိုးသားပြည်သူ့ ကွန်ဂရက်မှာ ဆွေးနွေးဖို့ အဆိုပြုချက် ပေးပို့လာတဲ့အရေအတွက်အပေါ်မူတည်ပြီး အကျိုးသက်ရောက်မှု ကြီးမားတဲ့ အတိုင်းအတာမှာ ရှိနေပါပြီ။ဘာဖြစ်လို့လည်းဆိုတော့ ပြည်သူတွေဟာ Weibo မှာ သူတို့ကို အများကြီးလေးစားမှုရှိနေတယ်ဆိုတာသူတို့ဘာသာကြားမိလို့ဖြစ်ပါတယ်။ခင်ဗျားသိလား သူတို့ဟာ ဒေသတွင်းအဆင့်မှာ ဆွေးနွေးမှုတွေ ညှိနှိုင်းမှုတွေ ငြင်းခုံမှုတွေ လုပ်ခဲ့ပြီးဒေသတွင်းကနေ ပြည်နယ်အဆင့် အဲဒီကမှ ဗဟို ဌာနခွဲအဆင့်တွေဆီ ဆက်တိုက်ဆိုသလို ဆွေးနွေးတိုင်းပင်လာခဲ့ကြပြီးနောက်ဆုံး ”အစည်းအဝေးနှစ်ရပ်” မှာ ဆုံးဖြတ်ချက်ချဖို့ဖြစ်လာတာပါ။ဒီတော့ကျွန်တော်တို့ တွေ့မြင်ခဲ့ကြတာက တော့ ပြီးခဲ့တဲ့ နှစ် က “အစည်းအဝေးနှစ်ခု”မှာ လုပ်ဆောင်ခဲ့တဲ့ အဲဒီလုပ်ငန်းစဉ်ရဲ့ ရလဒ်ဖြစ်ပါတယ်။ဒီတော့ ဒါဟာ လုပ်ငန်းစဉ်တစ်ခုလုံး ပြည်သူ့ဒီမိုကရေစီ ကျင့်သုံးမှုပဲပေါ့။နောက်ပြီး နောက်လာမယ့်ငါးနှစ်အတွင်း လုပ်ဆောင်သွားမယ့် ကြီးမားတဲ့ ကိစ္စရပ်တွေကို ထည့်သွင်းစဉ်းစားဖို့နဲ့ ဦးတည်မယ့်လမ်းကြောင်းတွေကို ဘယ်လိုချမှတ်သွားမလဲဆိုတာကို အဲဒီအစည်းအဝေးတွေရဲ့ ရလဒ် က နေ ကျွန်တော်တို့ တွေ့ရှိလာမှာပါ။ တရုတ်နိုင်ငံမှာ သိပ်ကိုအလုပ်ဖြစ်ပုံရတဲ့ မတူကွဲပြားတဲ့ ဒီမိုကရေစီနမူနာပုံစံ တစ်ခုရှိတယ်လို့ ထင်ပါတယ်။အဲဒီ ဒီမိုကရေစီကို လူအများကြီးက ထောက်ခံခဲ့တယ် လို့ကျွန်တော်ထင်ပါတယ်။ဘာလို့လည်းဆိုတော့ ကမ္ဘာအနှံ့က သူတွေနဲ့စာရင် ဒီက ပြည်သူတွေဟာ အတော်ကောင်းမွန်တဲ့အခြေအနေတစ်ခုရှိနေလို့ပါ။ ဘယ်သူတွေက ဆင်းရဲနွမ်းပါးမှု ပပျောက်အောင် လုပ်နိုင်ခဲ့သလဲ။ကျွန်တော်တို့ အမေရိကန်နိုင်ငံမှာတော့ ဒါမျိုးသေချာပေါက် မလုပ်ခဲ့ဖူးပါဘူး။” ဟုဆိုသည်။ဆင်ဟွာသတင်းဌာနက သတင်းထောက်များက ပေကျင်းမြို့မှ သတင်းပေးပို့ခဲ့ခြင်းဖြစ်သည်။ (Xinhua)

GLOBALink | China’s democracy “more inclusive than ours”: U.S. expert
The annual sessions of China’s national legislature and top political advisory body, also known as the “two sessions,” concluded last week in Beijing.
The “two sessions” are seen as a window for observing China’s practice of whole-process people’s democracy.
William Jones, a U.S. expert, told Xinhua what impresses him about the democracy in China.

“American observers, even those who follow the press a lot in China don’t really understand.
So they think when people get together, they have the congress, they have press conferences, and like everything has already been decided behind closed doors even before they got together.
And that’s just untrue. It’s a very dynamic process.
It’s a very dynamic democracy that China has. It doesn’t work the same way exactly as ours.
But it works pretty effectively in many respects.
It’s more open than ours. So, it’s more inclusive than our democracy.
It (China’s democracy) already had its effect to a larger extent, depending on the number of proposals that have come up to the NPC (National People’s Congress) for discussion.
Because that has already been… people have really many respects made themselves heard to Weibo.
You know, they’re introducing these resolutions at the local level for discussions and debates that have been going on continually at the local, provincial and sub-central levels, which now will flow into the ‘two sessions.’
So what we’re seeing is the result of the process that has been ongoing since the last ‘two sessions.’
So that’s the whole(-process) people’s democracy.
And then we’ll see what the results in that, what the big issues are that will be taken into consideration and lead to the direction for the next five years.
I think we have also a different example of democracy in China, which seems to work very well.
And I think it’s popularly supported. Because people, they’re in a pretty good situation compared out all the rest of the world.
Who else eliminated poverty? We certainly haven’t done it in the United States.”
