ရှန်ဟိုင်းမြို့တွင် သယ်ယူပို့ဆောင်ရေးလုပ်ကိုင်သူ Chai Shanshan ဆိုသူသည် ကုန်ပစ္စည်း ပို့ဆောင်ရေးလုပ်ငန်းတွင် လုပ်ငန်းတူမိတ်ဆွေများအတွက် သင့်တော်သည့် အကာအကွယ်များကို ရရှိရန် ကြိုးစားအားထုတ်မှုများအတွက် လူသိများလာသူဖြစ်သည်။

“ကျွန်တော်ကလည်း သယ်ယူပို့ဆောင်ရေးလုပ်ငန်းလုပ်ကိုင်တဲ့သူပါပဲ၊ ကျွန်တော့်ရဲ့ အဓိက တာဝန်ကတော့ ပါဆယ်ပစ္စည်းတွေကို လက်ခံရယူတာနဲ့ ၊ အတင်အချ လုပ်ရတာတွေပေါ့” ဟုဆိုသည်။

Chai က ရှန်ဟိုင်းမြို့သို့ အသက် ၁၉ နှစ်အရွယ်တွင်ရောက်ရှိခဲ့သည်။  ရထားဘူတာများတွင်  ခရီးဆောင်အိတ်များအား သယ်ဆောင်ပေးသူအဖြစ် ၎င်း၏အလုပ်ကိုစတင်ခဲ့ပြီး နောက်ပိုင်းတွင် ၎င်းသည် စာပို့သမားတစ်ဦးဖြစ်လာခဲ့သည်။

“ကျွန်တော့်မိဘတွေက ဆင်းရဲတဲ့အတွက် ကျွန်တော်က မြို့ပေါ်တက်ပြီးအလုပ်အကိုင်အခွင့်အလမ်းတွေကို လာရှာတာပါ၊ ကျွန်တော်တို့အတွက်ကတော့ များသောအားဖြင့် ညဆိုင်းဆင်းရတာများပါတယ်၊ ညဆိုင်းက ည ၇ နာရီကနေ နောက်တစ်နေ့မနက် ၇ နာရီအထိလေ၊ နောက်တစ်နေ့မနက်ကျရင် အခြား ပစ္စည့်ပို့သမားတွေလိုပဲ အိမ်ကို လျှပ်စစ်စက်ဘီးစီးပြီးပြန်ရတဲ့အတွက် ကျွန်တော်တို့က သိပ်ကိုပင်ပန်းကြတာပေါ့”

နှစ်ပေါင်းများစွာအတွင်း ရည်မှန်းချက်ကြီးမားသည့် လူငယ်လေးသည် အရည်အချင်းစွမ်းရည်အသစ်များအား စဉ်ဆက်မပြတ်လေ့လာခဲ့သည်။

အသက် ၃၇ နှစ်ရှိပြီဖြစ်သည့် ၎င်းအား သယ်ယူပို့ဆောင်ရေးလုပ်ငန်းခွင်တွင် လူသိများထင်ရှားလာခဲ့ပြီးနောက် Chai အနေဖြင့် အလွန်တန်ဖိုးထားသည့် နိုင်ငံအတွင်းရှိ အမျိုးသားလွှတ်တော် ကိုယ်စားလှယ်ပေါင်း ၃,၀၀၀ ဦးတွင် တစ်ဦးအဖြစ်ရွေးချယ်ခြင်းခံခဲ့ရသည်။

၂၀၂၁ ခုနှစ် အမျိုးသားဥပဒေပြုရေးဆိုင်ရာအစည်းအဝေး၌ Chai သည် သယ်ယူပို့ဆောင်ရေးလုပ်သားများအတွက် စီးပွားရေးအသစ်၌ လူမှုဖူလုံရေးအခြေအနေ မြှင့်တင်နိုင်မည့် အရေးကိုဆောင်ရွက်ပေးနိုင်ခဲ့သည်။

SHANGHAI, June 27 (Xinhua) — As a national lawmaker, a mailman in Shanghai has voiced for his peers and many people alike. His proposals have helped improve benefit entitlement for hundreds of millions of Chinese “gig workers.”

In the bustling Chinese city of Shanghai, express delivery service is an indispensible part of daily life.

Chai Shanshan, a mailman in Shanghai, has become widely known in the delivery industry, for his efforts to seek proper protection for his peers.

“I’m also in the logistics industry. I’m mainly responsible for handling parcels, loading and unloading them.”

Chai came to Shanghai at the age of 19. He began his career as a luggage handler at train stations, and later became a postal worker.

“Because my parents were poor, I came to the city looking for job opportunities. For us, night shifts are quite common. The night shift is from 7:00 p.m. to 7:00 a.m. the next day. The next morning, like any other courier, we’d be extremely tired as we ride the electric scooter back home.

Over the years, the aspiring young man never stopped learning new skills.

The 37-year-old has become a recognized figure in the delivery industry, and was elected as one of the nearly 3,000 national lawmakers in the country — an identity Chai has so much treasured.

Like other lawmakers, he does field investigations in his spare time.

“For a one-hour delivery, the food might take 40 minutes to be made, leaving me just 20 minutes to make the delivery. We’ll be lucky to make it on time. If not, customers can file complaints. Usually, we can complete about a dozen orders, but if some orders are late, this will have a knock-on effect. When orders can’t be delivered on time, customers may cancel them.”

“I know so well about how they work and live in cities. Most of them come from the countryside. They were not properly covered by social security in the first place. If they are in an accident, not only the individual but also their family have to bear the heavy costs. I remember a case of a deliveryman. After he had an accident, the initial compensation was 2,000 yuan (313 USD). After I was told about it, I felt compelled to highlight it during the national legislative session the next year and push for proper protection for this group of workers. Instead of just complaining like what I did before, NPC deputies can submit proposals, which will be incorporated into a system. In that system, similar proposals by other deputies from different provinces will also be displayed. The proposals can complement each other and NPC deputies can discuss the issues at hand. It shows that many NPC deputies care about the wellbeing of people working in this sector.”

During the national legislative session in 2021, Chai brought forth the issue of improving social security of gig workers in the new economy.

“During the national legislative session, I specifically focused on the new economy, and spoke on issues that I learned from the people, the problems that they believe need to be addressed. What I hadn’t expected was that after I shared these issues, the very next morning, when I was again in the meeting room, there was already a written response on my desk from the Ministry of Human Resources and Social Security (MHRSS).”

Chai’s proposal has helped improve benefit entitlement for hundreds of millions of gig workers like him.

Among all deputies to the 13th National People’s Congress (NPC), the top legislature, 15.7 percent are front-line workers or farmers like Chai.
