သီရိလင်္ကာနိုင်ငံတွင် ပို့ကုန်သမားများအနေဖြင့် ၎င်းတို့၏ နိုင်ငံခြားဝင်ငွေများကို သီရိလင်္ကာရူပီးငွေကြေးဖြင့် ပြောင်းလဲကိုင်ဆောင်ရမည့် ကန့်သတ်ချက်စည်းမျဉ်းများကို သိပ်မကြာမီကာလအတွင်း ပယ်ဖျက်ပေးသွားမည်ဖြစ်ကြောင်း ဗဟိုဘဏ်က ဧပြီ ၂၉ ရက်တွင် ထုတ်ပြန်ကြေညာခဲ့သည်။

သီရိလင်္ကာနိုင်ငံ၏ နိုင်ငံခြားအရန်ငွေကြေး တိုးမြင့်အားကောင်းလာစေရန် ရည်ရွယ်၍ မကြာသေးခင် ပို့ကုန်သမားများအား ၎င်းတို့၏ အမေရိကန်ဒေါ်လာဖြင့် ရရှိသော ဝင်ငွေများကို သတ်မှတ်အချိန်ကာလတစ်ခုအတွင်း မဖြစ်မနေ ရူပီးငွေအဖြစ်ပြောင်းလဲပစ်ရန် ကန့်သတ်ချက်စည်းမျဉ်းစည်းကမ်းများကို သီရိလင်္ကာဗဟိုဘဏ်က ထုတ်ပြန်ကြေညာခဲ့သည်။

“ အိုင်တီ(IT) နဲ့ ခရီးသွားလုပ်ငန်းတွေလိုမျိုး ဝန်ဆောင်မှု လုပ်ငန်းတွေအတွက် နိုင်ငံခြားဝင်ငွေကို ရူပီးငွေအဖြစ် မဖြစ်မနေပြောင်းလဲရမယ့် ကန့်သတ်ချက်ကို ကျွန်တော်တို့ ဖယ်ရှားပေးသွားမှာပါ” ဟု သီရိလင်္ကာဗဟိုဘဏ်ဥက္ကဌ Nandalal Weerasinghe က သတင်းစာရှင်းလင်းပွဲတွင် ပြောကြားခဲ့သည်။

“ ဒီဝန်ဆောင်မှု လုပ်ငန်းတွေကို ခြေရာခံဖို့ ကျွန်တော်တို့မှာ နည်းလမ်းမရှိပါဘူး ၊ အချို့ ပို့ကုန်သမားတွေဟာ သူတို့ရထားတဲ့ငွေ(နိုင်ငံခြားငွေ) တွေကို ပြည်တွင်းကို ပြန်မယူလာကြဘူးဆိုတာ သိပ်ကို ထင်ရှားပါတယ် ။ ဘာကြောင့်လဲဆိုတော့ နိုင်ငံခြားငွေကို ရူပီးငွေနဲ့ မဖြစ်မနေ ပြောင်းလဲရမယ်ဆိုတဲ့ အမိန့်ကြောင့်ပေါ့လေ” ဟု ၎င်းက ဆိုသည်။

ထို့ပြင် နိုင်ငံခြားခရီးသွားများအနေဖြင့် ဟိုတယ်များတွင် ဒေါ်လာငွေဖြင့်ပေးချေရသည့် ကန့်သတ်ချက်တစ်ခုကို ဖြေလျှော့ပေးသွားရန် ဗဟိုဘဏ်က အစီအစဉ်တစ်ခု လုပ်ဆောင်လျက်ရှိကြောင်းလည်း ၎င်းက ဖြည့်စွက်ပြောကြားခဲ့သည်။

Sri Lanka to relax regulations over control of foreign earnings conversion

COLOMBO, May 1 (Xinhua) — Sri Lanka will remove regulations that made exporters convert their foreign currency earnings into rupees in the near future, the central bank announced on Friday.
In recent months, the central bank imposed a number of regulations forcing exporters to convert their U.S. dollars within a set period of time to bolster Sri Lanka’s foreign reserves.

“For services exports like IT and tourism, we will remove the mandatory conversion requirement,” Central Bank Governor Nandalal Weerasinghe told a press conference.
“We have no way to track these services. Apparently some exporters are not bringing in foreign currency they make because of the mandatory conversion rule,” he said.
He added that the central bank is also planning to relax a regulation that made tourists pay hotels in dollars.
Sri Lanka has been suffering a shortage of foreign exchange with its reserve assets standing at around 1.9 billion U.S. dollars at the end of March.
