ဟိုင်နန် လွတ်လပ်သောကုန်သွယ်ရေးဆိပ်ကမ်း (FTP) အကောက်ခွန်စနစ်၏ “ပထမအဆင့်” နှင့် “ဒုတိယအဆင့်” အဝင်အထွက်ကုန်စည်များသည် ဒီဇင်ဘာ ၁၈ ရက်မှစ၍ အထူးအကောက်ခွန်ရှင်းလင်းရေးလုပ်ငန်းဖြင့် ဆောင်ရွက်နိုင်ပြီ ဖြစ်သည်။အဆိုပါ ကုန်စည်များအနေဖြင့် ဟိုင်နန်ကျွန်းတစ်ဝန်းရှိ “ပထမအဆင့်” အကောက်ခွန်ဆိပ်ကမ်း ရှစ်ခုနှင့် “ဒုတိယအဆင့်” အကောက်ခွန်ဆိပ်ကမ်း ၁၀ ခုမှတစ်ဆင့် ဖြတ်သန်းသွားလာနိုင်ပြီဖြစ်သည်။

“ပထမအဆင့်” ဆိုသည်မှာ ပြည်ပဈေးကွက်များနှင့် ဟိုင်နန်ကျွန်း ချိတ်ဆက်မှုကို ဖော်ညွှန်းခြင်းဖြစ်သည်။ ထို့ပြင် “ဒုတိယအဆင့်” ဆိုသည်မှာ ဟိုင်နန်ကျွန်းနှင့် တရုတ်ပြည်မကြီးကြား အကောက်ခွန်နယ်နိမိတ်ကို ရည်ညွှန်းခြင်း ဖြစ်သည်။

ဟိုင်နန်ကျွန်းနှင့် တရုတ်နိုင်ငံ၏ အကောက်ခွန်နယ်စပ်ပြင်ပဧရိယာများအကြား ပိုမိုလွတ်လပ်သောကုန်သွယ်မှုကို ရည်ညွှန်းသည့် “ပထမအဆင့်တွင် ပိုမိုလွတ်လပ်သောဝင်ရောက်ခွင့်” ၊ တရုတ်ပြည်မကြီးဆိုင်ရာ အကောက်ခွန်စံချိန်စံနှုန်း ထိန်းချုပ်မှုများကို ထိန်းထားခြင်းဟု အဓိပ္ပါယ်ရသည့် “ဒုတိယအဆင့်တွင် စနစ်တကျထိန်းညှိထားသော ဝင်ရောက်ခွင့်” စသည့် အဆင့်နှစ်ဆင့်ပါဝင်သော အထူးအကောက်ခွန်စနစ်ကို တာဝန်ရှိသူများက ထုတ်ဖော်ပြောကြားခဲ့ကြောင်း သိရသည်။ (Xinhua)

Hainan FTP launches special customs clearance
HAIKOU, Dec. 18 (Xinhua) — Goods entering and leaving the “first line” and “second line” of the customs system of Hainan Free Trade Port (FTP) can undergo special customs clearance starting Thursday.
Such goods can move through eight “first-line” and 10 “second-line” customs ports across the tropical island.
The “first line” refers to Hainan’s connection with overseas markets. Meanwhile, the “second line” denotes the customs boundary between the island and China’s mainland.
Officials describe the two-tiered special customs system as “freer access at the first line,” referring to freer trade between Hainan and areas outside China’s customs border, and “regulated access at the second line,” which means maintaining standard customs controls for China’s mainland.
